INTRODUCTION:

The Office of Police Complaints (OPC) is an independent District of Columbia agency that receives, investigates, and resolves police misconduct complaint filed by the public against Metropolitan Police Department (MPD) and D.C. Housing Authority Police Department (DCHAPD) officers.  OPC is headed by an executive director, and overseen by the Police Complaints Board (PCB), a five-member board appointed by the Mayor and confirmed by District of Columbia Council.  The agency currently has 21 full-time employees. 

        The agency is seeking a deputy director to manage the day-to-day operations of the agency.  The deputy director plays a key role in all aspects of OPC’s work including supervision over the investigation, mediation, and adjudication of citizen complaints, developing recommendations for police reform, conducting community outreach, and administration of the office. 

DUTIES:

Duties include:

·        Supervising the work of agency’s investigative unit and reviewing and approving investigative reports. 

·        Overseeing OPC’s mediation and adjudication programs.

·        Preparing agency annual reports.

·        Supervising and preparing recommendations for police reform for Mayor, District Council, and police department. 

·        Serving as a liaison to MPD, other District Government agencies, and the U.S. Attorney’s Office.

·        Overseeing finance, budget, personnel, contracting, and facilities work for the agency.

·        Supervising and participating in community outreach and public affairs work.

·        Advising the executive director. 

 QUALIFICATIONS:

The qualifications sought from applicants are:

     ·        Licensed to practice law for at least five years.

·        Membership in, or eligibility to waive into, the District of Columbia Bar. 

·        District of Columbia residency within 180 days of accepting the position. 

·        Prior management experience.

·        Strong writing ability and excellent interpersonal skills. 

·        Ability to work independently and manage multiple projects. 

·        Familiarity with law enforcement procedures and/or the criminal justice system.

·        A background in civil rights or other experience evidencing a genuine commitment to the public interest.

: MPRI EMPLOYMENT - LAW ENFORCEMENT PROFESSIONALS

The below description of the embedded Law Enforcement Professional assignment should not be considered a “contractual” job description in that this position, duties, and assignments can change to fit the needs of the mission: 

MPRI is seeking to hire proven criminal investigators (Embedded Law Enforcement Professionals, LEP) with extensive experience in traditional organized crime, counterterrorism, counterintelligence, Russian organized crime, narcotics, and/or gang investigations, to be embedded in US Army and Marine units in Iraq and Afghanistan.  LEP must have ability to obtain a Top Secret (TS/SCI) security clearance.  For additional information on security clearance eligibility go to the Defense Security Service website http://www.dss.mil/psco/denial_interim_clear_indus_applic.html . LEP will advise and assist in conducting traditional criminal style investigations to identify the organizational structure, funding flow and logistical support mechanisms of the criminal insurgent organization.  They will be a highly skilled team consisting of experienced criminal enterprise investigators who will most likely serve as investigators, planners, advisors, or possibly, subject matter experts, and criminal information analysts in support of designated US Army and Marine units. LEP can be assigned to any level within the Military organization:  corps, division, brigade, battalion, and regimental combat team staffs. 

 Skill Set Criteria.  Contracted LEP personnel will possess the following attributes:

bulletMinimum of 10 years of law enforcement experience with a federal agency or major state/local law enforcement department.
bulletA thorough understanding of criminal intelligence and networks including organized crime, gangs, drug organizations and/or public corruption.
bulletSignificant experience in investigations, interviews and informant source development.
bulletAbility to support and assist in the compilation and analysis of information regarding complex criminal investigations and recommend specific investigative directions based upon conclusions drawn from the analysis.
bulletAbility to use link analysis, event flow analysis and activity charting to develop inferences about the intentions and vulnerabilities of criminal groups, their key individuals, their methods of operations and the extent of their criminal influence and scope; make recommendations for intelligence and data collection strategies.
bulletAbility to use crime analysis techniques, statistical analysis and time series analysis to view, evaluate and draw conclusions regarding patterns of crime.
bulletAbility to analyze the behavior and methods of criminals.
bulletAbility to predict patterns and motives for behavior in certain demographic groups.
bulletAbility to analyze event statistics to determine patterns and methods of criminal enterprise.
bulletAbility to assess the responsiveness of aspects of the criminal enterprise to military operations or actions.
bulletAbility to examine records and files to gather identifying data about suspects.
bulletAbility to develop and maintain case files involving criminal events.
bulletCapability to advise on the collection of evidence to determine criminal identity, networks and activities.
bulletAbility to combine pieces of information to form general rules or conclusions (includes finding relationships among seemingly unrelated events).
bulletAbility to analyze completed intelligence and operational reports to determine what additional information and investigative work is needed.
bulletCapability to understand the implications of new information for both current and future problem solving and decision making.
bulletAbility to perform duties of the other members of the analytical teams to include mobilizing to and from incident sites.

Operational concept is to augment the capability of supported HQs in attacking criminal networks through the employment of law enforcement techniques used to understand, identify, target, penetrate, interdict and suppress criminal enterprise and insurgent networks.

All hires will be full time employees of MPRI with all pays and benefits. Base salary for Embeds is $170,000 per annum while in training and located outside of the theater of operations. Theatre incentive pay totaling 70% of base will be added once deployed.

 Provides professional investigations and collateral coverage to clarify and/or verify facts dealing with financial transactions and asset identification.  Organizes and conducts detailed examinations of information generated during complex criminal/civil investigations and information available through alternative sources for the purpose of conducting financial analyses of personal/business assets of targeted organizations/individuals.  Utilizing information obtained as a result of the financial analysis, prepares documentation (i.e. evidentiary worksheets and summaries) for use by law enforcement personnel pursuing civil and criminal matters.  Analyzes testimony and exhibits for inconsistent or conflicting statements; assist with interviewing and debriefing key witnesses or subjects; translation of the interrelation between assets, persons, and transactions.  Assist in trial preparation and legal proceedings, and assists in the determination of prosecution and forfeiture strategy.

REQUIREMENTS:

A Financial Investigator (Intelligence Analyst II) must have a minimum of four years experience in a law enforcement or related investigative exposure such Financial/money laundering investigations, Organized Crime, White Collar Crime, Fraud and Narcotics investigations.  An undergraduate degree is required.  C.P.A. or advanced decree in business or finance a plus.  Law enforcement background desirable.  Must possess strong oral and written communication skills.  Must possess a valid driver's license.  Working knowledge of current investigative techniques including the use of commercial/government databases and other sources of information.

Primary Responsibilities/Job Summary:

Kroll Government Services is seeking Individuals to conduct background investigations in support of National Security.  Primary duties include, but are not limited to: Conducting background investigations for the purpose of employment suitability of persons who require access to sensitive or classified U.S. Government information.  Investigators will conduct face-to-face interviews with the subject, his/her neighbors, coworkers, friends and family.  Investigators will also perform record searches at police agencies, courthouses, educational/financial institutions and medical/mental health facilities.  Finally, investigators will report all information obtained in a clear and concise report on a government computer system (provided).

Minimum Requirements:

Five years previous investigative experience as a Federal Agent, Law Enforcement Officer (Investigative position); Military Investigator, State Investigator and/or current Federal Contract Investigator experience.  Intermediate typing and computer skills are required and U.S. citizenship.  Due to the nature of this position, a valid driver’s license and transportation are required.  Must have excellent writing and communication skills and have the ability to deal with various types of individuals. Bachelors Degree not required, but preferred.
